CIA Memorandum: Frank Anthony Sturgis' Request to Contact CIA (Watergate Incident)
This CIA record consists of two JFK Assassination System identification forms (record number 104-10130-10085, filed under subject HALL, LORAN EUGENE, from Jerry G. Brown, Chief, Security Analysis Group) attached to a 'Memorandum for the Record' dated 1 February 1974 by Stanton F. Ense, Deputy Director of Security. The memo recounts that at 2130 hours on 31 January 1974 the Director of Security instructed the writer to have Special Agent in Charge Arthur J. Brew of the Miami Field Office tell Agency personnel that if Frank Anthony Sturgis contacted them seeking a meeting, he should be referred to the FBI or Watergate Prosecutor Leon Jaworski. It notes that earlier that day Joe Joyner of the State Department Security Office, Miami, reported Sturgis had already tried to arrange an appointment. Various officials — Lawrence Sternfield (Chief of Station, Western Hemisphere, Miami), Bruce Mainwaring (Chief, Domestic Collection Office, Miami), and Thomas Shedd (Chief, AMCA) — were briefed. The memo states Sturgis's stated reason for wanting to meet Agency representatives was to discuss matters relating to Mexico and North Korea. The document was originally classified SECRET and released with deletions in 1997, then fully released in the 2025 batch.

A CIA Office of Security memorandum for the record dated 1 February 1974 documenting instructions, relayed from the Director of Central Intelligence through the Director of Security, that Watergate figure Frank Anthony Sturgis be referred to the FBI or the Watergate Prosecutor if he attempted to contact Agency representatives. Released by the National Archives on 18 March 2025 as part of the JFK Assassination Records collection.
