NSA Intercept: Affiliation of Colombian Participants in OLAS Meeting in Havana

This top-secret NSA document (Record Number 124-90039-10005), originated by the NSA and carried in FBI files, is dated 07/24/1967 and was released by the National Archives on 03/18/2025 as part of the 2025 JFK Assassination Records release. It transcribes an intercepted Brazilian diplomatic message from Bogota to the Foreign Ministry in Rio de Janeiro (dated 24 Jul 67, marked Urgent, Msg Nr 323) reporting the affiliation of Colombian participants in the OLAS meeting in Havana at the end of the month. It names individuals reportedly associated with the Colombian Communist Party or Communist Youth (Diego Montana Cuellar, Alejandro Gomez Roa, Luis Aguide Monsalve, Luis Eduardo Martinez Pinzon, Hernando Urtado Alvarez, Manuel Cepeda Vargas), representatives of the Army of National Liberation (Pedro Valencia, Ventura Puente Egas, Jaime Enrique Arenas), and Francisco Mosquera Sanchez whose affiliation was still to be identified. The message notes most had reportedly already departed Colombia, with Cepeda Vargas already in Havana. The document carries handling caveats (TOP SECRET TRINE), a review date of 09/23/1998, and JFK Act 6(1)(B) redaction restrictions.
