CIA Memo: Unsolicited Remote Viewing Information on the Oklahoma City Bombing

This declassified CIA draft memorandum, dated 21 April 1995 (two days after the Oklahoma City Bombing), records that Ed May of Science Applications International Corporation (SAIC) telephoned the author and volunteered unsolicited information said to derive from a 'remote viewer' named 'Joe' concerning the bombing. The author states that CIA's Office of Research and Development (ORD) had no mechanism for tasking or disseminating such information and that there was no one at CIA to whom it could be given. The author subsequently supplied May with a point of contact in law enforcement, recommended he call the FBI immediately, and also recommended forwarding the information to a colleague addressed as 'Al,' who had a means of evaluating and disseminating it. The referenced information was included in the accompanying FAX. The memo carries classification markings (portions SECRET) and redacted identifiers (SG1I/SG1J). It is associated with the CIA's psychic/remote-viewing research effort commonly known as Star Gate. The document was approved for release on 2000/08/08.

SUBTECT: Unsolicited Information

Ed May of SAIC called yesterday morning and volunteered
to send me unsolicited information he had obtained from a
“remote viewer” named “Joe" relating to the Oklahoma City
Bombing. I said that we did not have a means at ORD for
tasking or disseminating this type of information. at CIA and
therefore there was mo one I could give it to. He asked me
for a point of contact in law enforcement who might want the
information, I said I did not know a point of contact for
anyone at the FBI, but provided him with one later in the day
after speaking with I recommended that he call the
FBI immediately. I also recommended that he send it to you
as well, Al, since you have a means for evaluating and
disseminating such information. The information is included
in this FAX.
